Is it normal the AI will never EVER declare war?

So have I got something wrong or will the AI never declare war on me? I’ve even tested it playing on emperor and not building any army. Doing everything I can to annoy the AI and still no one will declare war on me.

This does not sound like the AI of Vox Populi. Are you sure you have activated it? Did the game rule change (= different social policies, you start with a pathfinder and a warrior, etc.?)
 
With latest patch (9-2), I am permanently at war with 5-6 AI at the same time. Are you playing with the latest hotfix?
 
hey guys thanks for the responces. i'm new to the moding! but i love this game so seeing this new way to get content is awesome. ok so i downloaded the auto downloader and follow the instructions on the forum page for installing. i have my game installed not in the default directory so follower then instructions for that regarding the part that needed to be moved manualy also. i have not downloaded anything else so if there is a hotfix that i need to download also i will now look into that also. i knew that something was not right just not being attacked ever is just not fun!

The June 19th version was pretty unstable, IMO it should not be the stable/official one, we need a new official version soon. You might want to play on one of the newer betas

You do not need to revert anything, just download the latest beta from here:

... run the autoinstaller.

I think the link in the opening post includes the hotfix already. You can delete the cache and ModUserData folders first (both at the same level as the MODS folder) to make sure nothing from the old install remains.

When in-game, you can either check the active mods at the bottom of the in-game menu dialogue, or just open the social policies screen and check if for example the Honor tree is renamed to Authority.

ahh this is driving me nuts now. so i go the latest patch and still i have the same problem. still no war..... again no army and still everyone just friendly. the worst thing about this is it take such a long time to see if what i have tried to do works! so im going to fresh install everything. could anyone confirm the correct installation folder for civ 5 through steam?
 
Ok yes the policy tree has changed. But I can’t seem to find where to see the upgrade tree for unit. I’ve started another game having reinstalled everything and still no war declared. I’ve put a load of photos with what I think might be the important Information such as file directories And some screenshot from in game.

I think OP's game is working fine; I have also experienced extremely passive AI with not a single declaration of war into the modern era. I'm not sure why this is the case when others report aggressive AI.
 
Getting lots of wars in my games still. Playing with current beta plus hot fixes.

Now that the AI has been roped in from bribing everyone all the time to war it's no longer an all out royal rumble anymore, as it was a few weeks ago. (Which is good)

Yeah I’m starting to think maybe it’s to do with the settings I run the game on. I like the longer games so always play on epic or marathon. I’ve not tried playing on normal. I have pictures above that show the setting on the current game. And again it’s around turn 300 and I have a mighty army of a scout and a spearman to keep the borders safe. And people are still scared. And with the dialogue to tell them to get over it which I understand should make them declare war or be set to neutral. They always set to neutral.
 
In my last two games I’ve had 2 that were very peaceful and 2 that was all war all the time.

So neither sides experience seems off, it could be AI flavors in that game or some other factor, but you can play similar in two games and get widely different aggression results
