Is it possible to add new improvements/terrain types in CIV2 MGE?

Hey all, I've been tinkering around with Civ 2 mge (UIA), and was wondering if it's possible to add new improvements or terrain to the game, or am I limited to just renaming/GFX edits of the stuff already in the game?

I'm not positive but I believe totpp has this capability but I've not looked into it enough and don't really have any lua skillz

You're limited to renaming/replacing existing ones in MGE
ToTPP does have new terrain types that can be used.
