Is it Possible to Increase Maximum Unit Limit?

Is it possible to increase the maximum number of units in CIV3 PTW, DYP? The current limit is 4096 units to include units from all human, computer Civ players and barbarians. I would like to increase the limit to 16,384 (4 x 4094).

I would also like to increase the maximum number of cities from 500 to 1000. Does anyone know how to modify the game to allow the proposed increases for units and cities?

You can't. They are hardcoded into the game.
