[CTP] Is it possible to use the Multiplayer mode and have more than the default civilization numbers?

I play offline and single player, HOWEVER it is easy to be able to say start MODERN and exclude units or wonders I do not want by using the exclude tab versus going in and altering each individual file entry.

I play on maps that are 220 X 220 and pick 9 civs and exclude settlers, allowing the default 9 you can start with.

Then I also go to RISKS.Txt and change the percentage of settlers appearing:

(I made city chance zero so I dont have to disband a city when popping a hut)

What I would like is to have say 15-20 civilizations with only 9 settlers each, exclude settlers and then only be able to get additional cities by either war via occupying them or finding in a hut.

I remember asking this question years ago and I "Believe" the answer I was given was it is hard coded to max 9 civs and then the barbarians, didnt know if anyone had a work around.

I check CFC three times a day hoping beyond hope another hardcore CTP'er may still be around! Alas like me fading away into the sunset!!! But still hoping someone may be out there with some input!
