Is Shakespeare's Theater Causing Pollution Below Size 13 a Bug in COTM 169

It turns out that Shakespeare's Theater causes pollution (or at least I have the pollution possibility icons in the city screen... I haven't seen orange splats on tiles) in the game I'm playing, even if the city is below size 13. I have a city at size 7 with a hospital in the same game with no pollution at all. There do exist some rule changes about how huts and flood plains work.

Also, if you wonder why I have a sub 13 size city with Shakespeare's Theater, the reason lies in that I would need a harbor to increase the size of the city to have enough food to support 14 citizens, and the harbor would take turn time away from building culture.

Edit: A few turns after I wrote the above, the city did get pollution on a tile, even though still at size 12.

I never witnessed the phenomenon. So far my understanding was, that neither hospital nor Shakespeare cause any pollution. Exceeding city size does.

??? What does this mean? You're playing a mod?

I was under the impression that you mostly/ only played HoF-games?
 
When reading this, two thoughts came up in my mind.

1. As there were done changes in the biq, can it be that there accidentally was set to trigger pollution to that wonder.
2. Is it possible that too much production in a city can trigger pollution even without a special "pollution-triggering" building in that city ?

Oh, I had a factory, and coal plant in the city. Somehow I forget such things even after all this time! It seems more likely the factory and coal plant caused pollution than Shakespeare's Theater did.

What does this mean? You're playing a mod?

There's always a warning before any rule changes happen in the editor, correct?

Flood plains disease strength in the editor can get set to something other than 50. I think it got set to 25. Edit: Nope, it's likely 0.

Huts give workers instead of settlers, but can also give a town.

I do agree that I have played a mod, though I hadn't thought of it as such before.

and yes, sure, the XOTM games are, practically, mods. :D

I've moved the thread to the GOTM forum. Feel free to edit the title (I believe Spoonwood can still do that even though it's been a few days since thread creation) to indicate the GOTM that it applies to. I could also merge the posts into one of the GOTM threads once I know which one it applies to, but the posts will be interwoven with other posts in that thread chronologically if that is done.
