I my opinion it is more efficient to buy most specialists in europe than train them in schools cause the ability to train is very slow.

What is your optinion on this topic?
 
Yes it is slow, but a lot cheaper so it depends on how much money you have available. It does speed up a bit once you have built colleges and universities.
 
It's been a long time I haven't played the game but as I recall, schools and colleges were indeed not so interesting by themselves.

However, it was particularly useful to build one or two universities in order to massively breed statesmen and veteran soldiers (who were too costly to buy in Europe).

By the end of the game, you could fastly grow your cities to 100% independantist and have strong guys ready to defend your fortressed cities from the evil loyalists sent by the King.
 
What Marla said. In terms of volume, the universities really pay off if you can educate a dozen or so statesmen and more even more veteran soldiers. A couple cities with 4-5 expert farmers or fishermen going simultaneously can support a pretty solid educational system.
 
Training takes 4,6,8 turns depending on whether it is a school, college, or university level specialty. Does anyone know if you get a bonus for having a high rebel sentiment? I couldn't tell.

I suppose the jist is to try not to build universities unnecessarily because it is cheaper to build three schools and train farmers and fishmen there (and rehab servants). OTOH since statesmen teachers require a Uni and need 8 turns, try to buy several of them from Europe by the time you build it, to get the process underway asap.

Best use for a criminal is scout— indian villages can turn them instantly into experts.
