Is the slow down in late game, huge map a memory issue

Hi, I'm not talking about the amount of time it takes for AI to make their moves in a late game with settings of Huge Map, 18 civs. In many of my games with these settings there is a slight lag during MY turn when I'm selecting my own stacks of units, entering city screens etc. Early to mid game is fine. I thought it was weird I was getting lag during my turn when the cpu isn't calculating anything for the AI's.

Is this a memory issue? I have 4 gigs of ram running under Windows Vista 64. The rest of my computer specs: q6600 quad-core, 8800gt videocard, 500gig hd(not that hd maters, but it is a sata drive).

Would adding another 4 gigs of ram help this eliminate this lag? Thanks.
 
Yes, I'm using the latest Nvidia drivers dated March 3, 2009. You're probably right about the graphics memory. I do notice that when I restart civ4 and reload a save (huge map, 14+ civs) the lag is gone for a few turns. I was thinking of upgrading the card anyhow to a 9800 or higher.
