Is there a bug with domination victory?

Just captured every other civ's capital at diety level yet I'm not awarded a domination victory. I double checked to make sure they were original capitals and made peace with the last civ I conquered. Am I missing something here?

A few questions.
1) Do you still have your capital?
2) Are you playing with any mods?
3) Could a Civ have been eliminated before you met them, and their capital remains uncaptured?
4) Could a Civ have been eliminated by a City State, therefore destroying his capital (and bugged out the victory condition)?

Orignal capitals can't be razed by anyone.

Looks like option 3 may be the only viable possibility for me. I'll check it out. Thanks for the feedback guys.
