Is there a custom Civ creation tool?

Is there a tool that helps you create a custom Civ? My only attempt at editing all the XML by hand wasn't that great...and was wiped out when I updated to version 1.61.

Wasn't there something in Civ3 like this?

I am not aware of any...

I made 3 unique Civs with 6 Unique Units (as well as flags and buttons) following this tutorial...

i followed the same tut and it's all in all easier than it would look at first. i made 13 civs with 15 leaders and 1uu for each civ.
the hardest part is, which uu, leader and leader-traits you choose. the rest is plain copy&paste in the xml, and the graphics aren't also all that difficult.

I see this program is eventually supposed to have Civ creation tools. Guess its time for me to dig into the XML...

yeah I saw that too... cant get it to work

so I have to do it all manually


XML is easy.... you can do alot with it... and it doesnt mess up MP games unlike alot of python/sdk stuff...
