Both have 2 Attributes listed (Minus Ibn Battuta) yet some have no relation to one of the attributes, Take Maya for example that has plenty of Scientific bonuses but no Diplomatic bonuses despite it being their main attribute. Does it mean you get more opportunities to earn these points through the quest or narrative even system or are they just gameplay suggestions?
A civ's attributes are the types of attribute points that it will receive through scripted narrative events. So, a player playing the Mayans will have a specific Mayan narrative event chain with rewards that are either Scientific or Diplomatic attribute points.
Bear in mind that Diplomatic attribute tree bonuses are not just with regards to diplomacy and Influence. They also pertain to government.

Each leader and civilization in Civ VII is designated with two of six attributes. These attributes are: Cultural, Scientific, Diplomatic, Economic, Militaristic, and Expansionistic. Each attribute is associated with a tree of bonuses that are unlocked one at a time with attribute points. You earn these attribute points through narrative events, as well as buying them with legacy points and building some wonders.
