Is there a good resource editor?

I'd like to create very resource rich regions on my map, and then fight over them with the other AI players, but I can't seem to find a good resource editor. Can anyone help?

I'm starting to suspect that there is no way to mandate where individual resources load because the game generates them from the resource speed each time the map is loaded.

I've found the food/shield/trade values for the resources in the rules.txt, and I've found a big snarl of information about the actual terrain types, but I don't see how to modify the location or quantity of resources.

Oh, as for location/quantity, you'd have to crack the main coding or the engine of Civ2 (or the map editor, not sure).
It's most likely illegal and expensive. I guess we're stuck with 4 at a max per city.
