Is there a "hand over city" bug?

Last night I actually got Mansa Musa to hand over a city. I smashed and occupied about half of his empire and demanded he hand over his last city on the continent to me. He can keep his island possessions.

To my surprise he said yes, and the city immediately became mine along with the 8 surrounding tiles. However, I had five units (Mech Inf/Modern Armor) adjacent to the city (Agades) when it flipped to me. The units disappeared.

They were not in the city. They were not adjacent to the city. I could not find them anywhere.

i have alos had this bug sometimes they just wind up on another island when playin a acerpelico game
