Is there a "lite" version of Vox Populi which doesn't require the leader/wonder DLC?

Rather not have to buy those two as I'm rather broke at the moment... also, aren't the wonders from the Ancient Wonders pack part of the base game now? Could have sworn I built the Statue of Zeus in my most recent stock game...

I don't think there is any plan to have a "lite" version. Civ 5 complete is quite affordable.
