Is there a reason why Thomas Jefferson isn't present in the game?

When I first played the game I was extremely surprised that he wasn't in the game, either as a foudning father or as a leader for English colonies. He had an important role during the Independance War, participated to the redaction of the US Constitution and he's one of the most famous presidents of the US.
I don't think I'm exagerating when I'm saying he's more famous than 80% of the founding fathers present in the game.
So what justifies such a glaring omission?
Is Thomas Jefferson a very controversial historical figure (I'm not American so I don't really know)? I don't think he can be more controversial than Hernan Cortes who is present in the game.

No I don't think he was excluded for any particular reason. There are other notable historical figures that aren't included. They just couldn't fit everyone in I suppose.
