Is there a way to build a channel?

In Civ4 you could build a fort or use a city as a channel to allow a naval unit to cross a narrow strip of land. Is there any way to do that in Civ5?
 
Good question. I know that one sure fire way would be to build a city on a one-plot tile connecting two water ways. I'll know for sure if this works in about 25 turns.

I'd be interested to know if forts or citadels provide this too. I haven't tested them enough yet to know.

Otherwise, it's about time someone modded in a canal for Civilization. That's always been missing and is a HUGE aspect for RL civilizations.
 
Cities on an isthmus function like a canal, you can sail through them.

Which is Terribly annoying.
1.) you can't build a Panama/Suez canal without a city
2.) you can build the Panama/Suez canal in 4000 BC

It would be much better to not allow ships to enter cities (they can Exit cities, but not enter them)
and then have a separate Canal Improvement. (available Industrial Era)

I'm going to try to test this further this evening. In addition to using your own city as a canal, I also want to try the following:

- Fort
- City belonging to a Civ you have Open Borders with
- City-state that you are Friendly/Allies with (I think I tried it with a neutral city-state that was sitting on an isthmus and it didn't work)

Yes, these work.

Don't think fort does.
