Sure... if you run a deficit, trade some techs for , sell some workers or pillage some cities.

If all this doesent help, put a city on producing "wealth" or "lesser wealth".

I wrote a tactical How-To about running a high tech empire on deity difficulty with very little taxes

(by tax, I suppose you meant science slider income/minus + maintenance for units as well as cities which is the gree n+XX or red -XX in left upper corner)

You can change the rate by moving the other sliders, for science, culture and espionage.
