Is there a way to NOT exert loyalty pressure against a civ?

So besides getting a cultural alliance, is there a way to not exert loyalty pressure on a nearby civ? For faster cultural victory times, I don't completely conquer a civ, but instead leave them with just one city. I don't want them to lose the final city then, but it's hard to prevent it. I guess there's self-sabotaging ways such as purposely going into a dark age.

Maybe the best idea is to just found a worthless snow city far away from anything and then give it to that civ.
 
You could also just leave some units around their last city, so when it become free you take it in one turn and liberate it back. The city is then immune to your loyalty, just make sure to resend the traderoute.
