Is there a way to specify civ starting locations?

I've been playing on Marla's world map but all the Civ starting places seem to be randomly picked from those specified on the map. Is there a way to link Civ's to specific starting places on the map? The only option I've found is the one that places Civ's near to each other based on their original locations. It would be great to select Civ's to reduce their clustering on that map, especially when playing with smaller number than total 16.

Ooh go to the map section again and search,there is a program that allows u to play at correct location
