Is there an editor for this game?

Sorry if this question sounds silly, but is there an editor for this game? I just installed it and I assumed it would have an editor like Civ 3. I always used to make my own civilization. For some reason it never occurred to me to play the game as a real civilization; I always just made up my own.
 
There is the World Builder to customize maps, units, cities etc., but not to modify civs/leaders.
The Creation & Customization forum has some modded civs and leaders.

To access the World Builder you type crtl-w.

If you wanted to make your own civilization, you would need to know some computer codes and modify the codes in the game (like xml and python).

heh me fooling but actually both things I said are true. The world builder is just that, YOU BUILD A WORLD!. Well I mean some things just nowhere near the flexablily options allowed in the Civ3 BIC. You must learn another language for the stuff you just shaded in before.
You will not be able to change the number of civs, lower maintence on expansion, (corruption) there. Other then mixing in few perks and the usual 'fudge what civs start with' , the best thing going here is the usual creating the diversely custumizable playing surface, but now in 3D!!..Its pritty tame. Id skip it a find a mod that caters to your tastes

I wouldn't really call XML a computer code, more like a text code. It's no more complicated than working with HTML. Python gets a bit more complicated then there's the C++ you can access with the SDK. Now that's what I would call computer code. Python falls somewhere between text and computer code.

no, the only thing it comes with is World builder, and its mostly useless unless you want to change a thing or two, I cant think of a single reason other than sheer stupidity that the developers decided to run their editor in the most clunky and unstable and ******edly slow environment as the Civ 4 game engine.

most java made indie editors are more useful than WB

It should help you do what you want.

I ended up using this tutorial and it was really helpful. It took like five minutes -- I was surprised it was that easy.

Actually, I had trouble changing some things at first, but then I realized that it has to be in ALL CAPS.
