simple question does anybody know of a IGE for Civ VI yet???

Not yet. An IGE would require a SDK. Lots of requried functions for an IGE are not yet provided by the LUA interface.

There is the world builder, of course it doesn't have all the options like adding specific buildings and what not, but you can successfully place cities. Although for some reason, any placed city-state is different from that chosen on game load. You also can't give yourself gold, envoys, faith but that is covered by this trainer .
