Is there any user-made patch/way to have more civs in a game?

    Not to the best of my knowledge. I tried digging into this once a long time ago, and it goes deeper than just changing the game to allow more factions, as the Social Engineering traits effect the Factions diplomacy, and since there are a limited number of social engineering choices then you couldn't differentiate enough between the Factions, and the other Factions with duplicate SE choices would bind to one another while the ones with polar opposites would of course to the exact opposite. It wasn't a fun game when I tried it with duplicate SE settings as none of the Factions would go into conflict with one another.
