DonQuiche is not going to convert IGE, but someone else could certainly do it. You can use FireTuner (part of the SDK) to accomplish the same kinds of things, but it can be a pain to use if you're running fullscreen.

You can subscribe to it on Steam; it seems to work OK by now.
