Is this a bug? Grand Viziers

Sometimes, after agreeing to make someone a grand vizier, I am able to then make them a general or other council member— with no repercussions. So when they become inconvenient I ditch them and no one seems to mind. That doesn’t seem right.

I’ve only started noticing this but not sure when it happens. I also am not sure if I’m only able to do this after they stop being a rising star / power hungry. It may also have to do with whether the GV came from my country or someone else’s. Anyways wanted to know if this was intentional.

If a Rising Star is no longer a rising star, you do have this opportunity. That usually takes quite a while though, power hungry viziers on the other hand never do stop being power hungry.
