Is this a bug?

Now that I've been told I can access mercenaries without touching the dreaded axe icon, I've been giving the Carthaginians a go. Several failed attempts without successfully getting the two first UHV condition on time - or so I thought until now.

The game I'm playing right now, I've managed to get 5 coastal Mediterranean cities (actually 6), but I thought I hadn't secured all 3 dye resources. I definitely have the one in Cyrenaica. The other two in Syria I have in my cultural boundaries. but haven't got plantations on them yet (4 workers are on the job though...) - and I couldn't see how I would ever likely be able to either in the time frame required. But when the next turn after the deadline rolled around, it said I had succeeded and my Golden Age kicked in - evidently I don't have to have actual access to the resources themselves, just their squares, although the stated victory conditions would lead one to think otherwise. Bug, or feature?

Feature. It says "control", which in the context of the UHV conditions means "have that square in your cultural boundaries".
 
This is the same with America, for the reason you sometimes just don't have time to convert all the oil. Though frankly I think it should have to be built, because then you could destroy them hurting them! However the AI doens't go for this, still would be cool.
 
But not all the UHVs seem to regard "control" to mean simply "be within your cultural boundaries" like you say. When I asked about the Turkish one regarding Mesopotamia, Rhye said words to the effect that you didn't have to "control" Mesopotamia in that way, you only needed to control 3 cities in Mesopotamia.

I think the victory condition here for Carthage is OK, but the wording isn't good enough. If it means "have at least 3 dye resources either within your cultural boundaries or obtained through trade", it should say so.
