Is this normal?

I was playing the scifi game, using TOTPP with the lua events conversion, and happened to notice this barbarian Ne Plus Ultra. No-one is anywhere close to that tech level. I tried playing another turn and it just flies into orbit without attacking or crashing. Is this normal? Is it a TOTPP bug?

I now think this is running events from another scenario, in addition to the lua events.

It's been a few years since I played the scifi scenario but yeah I can't remember barbarians using nukes lol.. that definitely implies interference.
