Isabella won't build any workers/units

Looks like another game ruined. Isabella is on my borders, I was planning to invade and seize the buddhist holy city but no point continuing now that i've noticed her civ is absolutely borked, seems she's built no improvements and has like 1 or 2 archers in each city. Absolutely no reason for it as she hasn't been in any wars. 3.03 Emperor/Agg-AI with Solvers patch

Hope you don't mind but i've looked into your save in saw Isa has more than one worker. Maybe barbarians did some damage to her?

No I don't mind, at least someone has replied. I actually did continue that game and yes she did come up with a worker and eventually start building improvements! She didn't build any units tho and once Shaka declared war on her I had to invade her just to stop him from getting all the cities. This game was probably the easiest domination win on Emperor I've ever had.
