Here is an example of an empty tile that has somehow been bypassed by the conquering civ's culture. It used to be part of a Mansa City (see the iron mine to the right) that was built on an iron mine and razed by the Arabs (Saladin) in a previous war.
Curious though how it remains Mansa territory with Ottoman and Arab Culture around it. Usually, only cities that maintain enough culture persist while surrounded by other cultures.

EDIT: Why doesn't the image show up? It showed up the first time in the preview screen but once posted shows up only as a web address. ???

It is not an empty tile - it actually still is part of malinese territory. There is still a malinese city north of your screenshot and this has enough culture to (up to now) hold this tile...

if you want to have the image load automatically try this:

without the spaces as here:

What have you got modded? I love the rival-attitude icons, is that available stand-alone? (I can't have a clock around when I play Civ.)

Thanks for the replies. I did some back checking from prior saved games and there was a village there at one point. I believe it is the remaining culture from the former village that is persistent on the tile. Interestingly enough, the workers built a farm there in the next few turns, even though it doesn't seem to do them any good outside the city squares.

The mod I have installed is the "Look and Feel" mod, which I am delighted with and highly recommend. I am also running the BetterAI in my Custom Assets folder.
