Isolated/island resources hooking

Is it even possible to hook those resources lying on isolated (i.e. single tile right behind a mountain) or island tiles? I tried to do so with an isolated tile, building the requiered mine and even a road (though it had coast communication and was fully within my territory). It did not appear as a resource in any of my cities.

If it is a bug it would be nice to see it fixed, if not, it would be a little bit inconsistent behaviour, that I would be happy to see corrected.

If it's like in Civ3, you need a harbor on the island to connect any resources over seas. So you need to build a city on top of the resource, and build a harbor in the city.

This could have changed in Civ4 though, not sure how the trade-network works over seas now.
