Issue with paying for tile improvement upkeep from Captured Cities

    This may or may not be functioning as intended, but when you capture a city and while it's under martial law, you still pay for the tile improvement upkeep in its vicinity.

    This is especially dramatic when you capture a big desert cities surrounded by Terrascapes.... 20-30 turns of paying about 100+ energy for nothing.

    In my opinion this has to be changed. Otherwise it encourages you to pillage all the terrascapes before capping the city which is essentially forcing a chore and more unnecessary busy-work on the player.

    You might instead just puppet the city. The Martial law duration is halved, so you start getting back all the yields sooner.

    I used to pillage all improvements that have upkeep before taking the city but it turns out you still pay for pillaged improvements.
