Why do my citizens always complain about this? They say it a lot and refuse to work. Refusing to work means no food production and no food equals no city growth.:mischief: Lazy ********! :mad: :lol:
 
And connect happiness resources, build temples/colliseums.
 
I like the whip idea. They are already unhappy so why not kill a few off, get somthing you need and go without complaints for a few turns.
 
It is even more entertaining to whip the ones clammoring for freedom. It heartens me to see that they cannot forget my cruel oppression. Well I would hope not! I spent 4 years in evil dictator school...

That won't work, they'll get even more unhappy when you whip them, and the OP wants to get rid of the unhappyness so his cities can grow more, so killing people off won't help him.
 
use the whip to produce the temples, etc etc no great building monument should be built without a few whippings (or, chop rush the buildings if possible, use WW's that grant continentwide happiness).

"it's too crowded" is the built in happiness limit. You will always have unhappiness equal to the size of your city. If you don't have happiness also at least the same amount, then you will have an unhappy citizen who won't work.

This forces you to find happiness resources in order to grow your cities past a certain point. (The size at which unhappiness is greater than base happiness varies depending on difficulty level). Of course if you do anything else to make your citizens even more unhappy, then you need even more happiness resources.

When people talk about whipping citizens to deal with unhappiness, it at first does not seem to make sense since whipping causes +1 unhappiness for 10 turns. But, if you realize that your city is also reduced in population, and therefore reduced in unhappiness at the same time, this strategy makes perfect sense. This is also why veterans will recommend whipping multiple citizens at once (i.e. whipping 3 pop points rather than waiting until you have more production and whipping only 1 pop point). If you reduce your pop by 3 by whipping then you have actually reduced unhappiness by a net of 2. Unless you expect your pop to grow back to its original size before the 10 turns are up, you will be in good shape.

hmmmm, I sincerely hope you meant morale. There is something satisfying about the whippings, but I doubt it will become increasingly moral.

Just because your unhappy doesn't mean you stop working you ungrateful cur.
