I have done "something" locally for Ix unique abilities. They center around high production bonuses for robotic factories.
We already have offworld trade and the thinking machines bonus. The Ixian civ can build a Landing Stage and obtain three units of the bonus, one to keep and two to trade. The bonus enables four special combat units, which are Mecha type walkers. These are slightly more powerful than their tech equivalents. These are not technically "unique" units since you can trade the bonus to other players; they can build the units as long as you let them keep the bonus.
I have added a "repainting" of the Power mechanism for city buildings. I have added one "power plant" called Thinking Machine Factory which requires the TM bonus and provides power. There are two factory buildings called Robotic Factory and Automated Factory, each of which provides a +25% hammer bonus and *another* 25% hammer bonus with power. So if you have all three buildings, you get +100% hammers.
These are not unique buildings, anybody can build them, but you need the TM bonus to get power. So if you are not Ix but you are friends with Ix, you can also get the 100% bonus. If you are not friends with Ix, you can only get up to +50%.
Now, there is an additional unhappiness factor. As Dune fans will remember, there was a Butlerian Jihad during which all computers were destroyed, and humanity agreed never to build them again. So, any population in a city with TM buildings will become unhappy. The TM Factory gives -2 happiness, the RF gives another -2 happiness, and the AF gives -2 happiness to all cities on the continent. We can boost these or make them apply globally if desired.
The final part is that Ix does have some *unique* buildings. For each of the three buildings mentioned, there is an Ixian equivalent with no unhappiness. The Ixian population is not worried about thinking machines, they are used to them. So Ix can get +100% hammers with no unhappiness; friends of Ix can get +100% hammers only if they can stand > -6 unhappiness; and non-friends of Ix can get +50% with > -4 unhappiness.
In the city screen, there is a hover help which shows the breakdown of unhappiness. For example, "Some buildings are making us happy", "The military presense impresses us", etc. I would like to add a separate category for "Worried about a Second Butlerian Jihad". It requires SDK changes (see this thread) so I will not attempt that just yet.
