RB means the item in question should be rushed as cash permits.

Alpine Troops are more expensive than Riflemen but the difference is not that big and we are rich so building ATs in at least some cities in Jayneland and elsewhere instead of riflemen makes sense.

Right, good idea...find the few most vulnerable cities and give them ATs, while putting riflemen in the second line.
