Temple would IMHO be a good idea.

Would it be possible to change the courthouse production?

At 4 shields per turn, it'll take forever to finish this courthouse. We've just stolen banking when we took the Roman city, so this means we're that much closer to Democracy. The courthouse will be useless if we decide on becoming a Democracy.

Might I suggest switching the courthouse to a temple? We would not be penalized for doing so, and a temple will be more important to have if we plan to switch governments. Even city walls may be a better choice, and we would not incur a penalty for switching to that either.

What is the happiness situation? Will the city go into unrest with the next citizen? If so, then I agree to switch to temple. If we still have a couple citizens to go before unhapiness, then I would suggest switching to a marketplace, then a temple, unless we plan on growing via WLTKdays, in which case it might not be too soon to start on an aqueduct. Without knowing exactly the happiness situation, I cannot yet vote.

Tough to tell the happiness situation - I was never really good at it. I know that there's a city quantity under Monarchy after which all 1st citizens are unhappy, but I'm not sure what that number is. Plus we have Mike's chapel, so that may not even get to be a factor. Not really sure.

However, I was thinking more along happiness issues once we switch governments. It may be helpful to have the temple build if we find that we must move some military units around (as is the case with the knight outside the city right now).

I wouldn't advocate a marketplace right now. With only 1 gold being made the marketplace will not provide extra cash as it rounds down (we'd earn 1.5 gold rounded down to 1 as the marketplace provides a 50% increase). In essence, we'd be losing money because of the upkeep.

If not a temple, other choices might include the city walls or even a harbor - again just looking for an improvement to be sure we are not penalized if we switch.
 
I voted caravans, they never get outdated and are always useful for something ;) Not to mention all of this swtching talk is just confusing.
