Jotnar workers and citizens are giants and can enter impassable terrain and even build roads atop mountains. Only other giants can enter mountain tiles though, despite the road.

But I noticed that when you connect cities by mountain roads, that no trade between thusly connected cities is possible, i.e. no acces to resources the one town has and the other doesn't.

Is that intentional?

We'll go ahead and claim that it is for now.

The roads on mountains/ocean is a sideeffect of allowing worker type units special movement rules. The code which checks for traderoutes specifically skips tiles marked as impassable because in base Civ they weren't meant to ever have roads on them, so it sped up processing back then, but messes up things now.

That's ok. Even makes sense if you assume that Jotnar let their thralls do the trading.

Although: For mana to arrive in nearby cities, does a trader have to transport it by road?

Assume that the mana trade resource includes the various components and other accoutrements required for casting spells in that sphere, and the route requirement makes a bit more sense. Or maybe ley lines are laid down in a similar way to pipes :)

Hehe, thinking of Mana as some kind of powder that can be transported (and used) like a dose of cocaine actually makes more sense than laying down ley lines along the roads:
One would assume that the knowledge of ley lines comes somewhat later than ancient chants, fishing or baking bread. :D
