So when starting a new game (Noble) as JC, my income is -8 to start with. I immediately go bankrupt and my units disband. This doesn't happen with other leaders (Hitler, Brennus, etc).

You need to indicate which version you are playing. i.e. SVN version 3000 or 4000 etc, or release version 34 or 35 etc. As the bug may already have been fixed.

It was fixed on the SVN by Alberts2 a while back when he noticed the problem. It amounted to not keeping a minimum value on a maintenance penalty or something along those lines.
