Kandy-Relic Games (Deity - Fastest?)

Can anybody share their favourite leaders and methods for a CV when you find/suz Kandy very quickly?
*Please no 'Special Modes' conditions (ex. Heroes & Legends)

Standard Map (ie 5 wonders to find) & Speed.
"IF" statements with respect to "if you happen to find CityStateX" or "if you happen to be able to settle on/near XXX" are fine.
Basically curious what leader/conditions could lead to "fastest culture win" possible on standard 8civ map.

You can use the settler map-mode method to find city states faster but i don’t know anything specific about Kandy
