I've been working on the Khmer 1.18 for a while. While it has 3 UHVS on the surface, it has more than that reeally, so lets look at what you need to do by what year
You spawn at 50 AD
By 600 AD... you need 2000 culture
By 1200 AD... you need 12,000 culture, and an average of 12 pop, Wat Preah Prishunolok, and 4 Buddhist Sanghas and 4 Hindu Ashrams
By 1400 AD... you need an average 15 city pop, and Angkor must be the most populous city in the world
Well, this is pretty tough, specificallly I'm finding the 12 pop and 12000 culture req at 1200 AD hard.
I'm really not sure what to do here - whipping will get the monasteries done, but at cost to UHV2 and UHV3
12,000 culture is also really tough... That's a lot of artists
You then have constant incursions coming at your territory, starting with Swordsmen [Mons something] and then mostly War Elephants stacked with 2 longbowmen.
Here's what I'm doing right now
Research path - Generalship, then Click civil service in the chart
1. Get the theater online asap for the artist before 600AD. I can't imagine getting 2000 culture in 55 turns otherwise?
2. After the theater comes online, start whipping and developing the ivory for Barracks, Stables, and then Ballista Elephants
3. After I have 4 ballista elephants, after dealing with a receent stack of invaders and healing, I conquer the independent city [usually 4 archers] next to the iron
4. I then make 2 settlers and found Ayuuthaya and O Keo. The elephants go to Ayutthea to defend. 1 elephant stays back in the ne city to defend
5. I build population boosting things first, culture second, prioritizing the monasteries. Some will need to be whipped before 1200 AD
6. Build the wat in the capital
7. Usually GG at this point because pop is short (avg=10 or 11) and culture is short (forgot what)
