You have to have an average of pop 10 in all your cities. In other words if you have 3 cities they all have to have a pop of 10 or 2 at 12 and one at 6 etc.

pure luck, either the plague strikes at the right time or it doesnt, nothing you can do to prevent this...

yeah its easy, but if the plague comes so late that your cities cant re-grow, you have no chance...
