Here are my plans/ideas for historical civs (my fictional ones will remain mysterious for the time being):

The Kassites (Burnaburiash I)
UA: Dynasty of Karduniash - Gain a free Courthouse in conquered Cities if the previous owner possesses more Technologies than you. +1 Faith on Pastures.
UU: Sakrumash (Chariot Archer) - Starts with Volley.
UI: Kudurru - Yields +2 Culture, and provides +2 Local Happiness if built in the working radius of an annexed City. Cannot be built adjacent to another Kudurru.

Some explanation, from where I previously posted this design:
The tech courthouse thing was chosen because Babylon is such a science-focused civ (though I will concede that basing a design around what a related-in-RL civ's design is like isn't exactly good practice, I liked the idea of encouraging wars with more advanced rivals). The faith from pastures represents horse worship; sakrumaš is just an Akkadian word for 'charioteer' that was apparently borrowed from Kassite; I wanted a chariot unit because the Kassites introduced the chariot to Mesopotamia (and indeed a huge portion of what little we know of their language is just words for chariot parts). The culture from Kudurrus represents the art on them and their architectural value, while the happiness represents their use as land grants to vassals - the idea being that the citizens are happier because they're being granted some degree of autonomy.

Kyrgyzstan (Manas)
UA: The Forty Clans - When another civ declares war on you, gain a free Mounted or Armor unit (as appropriate for your technological level) for each City. Mounted units gain a combat bonus in friendly territory.
UU: Manaschi (Great Writer) - Produces Great Works unique to Kyrgyzstan that provide a bonus to production of Mounted units.
UB: Eagle Net (Barracks) - Provides Mounted units with the unique promotion 'Bürkütchü', which provides +2 Sight.

Portugal (The Marquis of Pombal)
UA: Cuidam-Se os Vivos (or "Heal the Living", but I personally think it sounds better in Portuguese) - +5% Production in the Capital for every Social Policy adopted. Social Policies are 10% cheaper for every met major civilization with more Policies than you (max -30%).
UU: Abrantine Detachment - Replaces Cavalry (Cuirassier with EE). Starts with Amphibious and Alpine Training, and causes enemy units who end their turn on a nearby pillaged tile to take damage.
UB: Wine Company - Replaces Bank (Weigh House with EE). When a foreign Trade Unit ends its turn in this city's territory, gain Gold for every Luxury Resource tile in the city's workable radius. If built in a coastal city, Luxury Resource quantities are doubled.

Panama
UA: Sea trade routes have +10% range for each coast tile bordering the origin city. Gain something from foreign cargo ships in your territory (need to make it different enough from Champa to feel unique).

United Fruit Company (Sam Zemurray)
UA: Banana Republics - Gain control of tiles containing Plantation resources in the territory of allied City-States. Bananas in your territory are converted into a unique Luxury Resource, Grand Nain.
UU: Reefer (Cargo Ship) - Gives you a boost of Gold if it ends its turn next to a Plantation resource tile.

West Germany (Konrad Adenauer)
UA: Wirtschaftswunder - Upon signing a Declaration of Friendship, West Germany and their friend gain an empire-wide +10% Gold bonus and West Germany alone gains a +10% Production bonus (max +50%).
UU: Bundesgrenzschutz (Infantry) - Gains additional Combat Strength for every civilization with an opposing Ideology that borders West Germany.
UB: Autowerk (Factory) - +1 Gold for every Engineer specialist in this city.

United States (Richard Nixon)
UA: Détente - Diplomats in rival civilizations give that civilization a penalty to Production of military Units (penalty increased if they follow a different Ideology), and give you some sort of bonus to something.
UU: Green Beret (Paratrooper) - Starts with the unique promotion 'Project Gamma', allowing it to enter rival territory without Open Borders and increasing the effectiveness of Spies when near a foreign city.
UB: DEA Field Office (Police Station) - -5% enemy Spy effectiveness for every incoming International Trade Route (on top of the Police Station's standard -25%).

Portugal (António de Spínola?)
UA: Decolonization - If a City-State has been captured, you may liberate one of your own cities on another continent (or a Colony, with Cities in Development), causing it to become a CS of its own (and eliminating the captured one's status).
 
For the United Fruits Company... Filibuster as unique unit perhaps?

Hm. A filibuster would be very appropriate flavorwise, but I can't come up with any mechanical ideas (except for giving CS influence, but not only have I already done that with Trinidad and Tobago, but now so have JFD with Teddy and More Civs with Savage).

In any case, in celebration of Freedom Day, I added a couple Portugals (or Portugais, I guess) to the OP.
 
It'd really be sweet to see that Detente-focussed Nixon civ, especially considering the fact that we already have JFK and will potentially be getting a Reagan civ (in the same vein, I'd like to see West Germany if OW's East Germany ever gets released) before the launch of Civ VI. I'm curious though as to whether the UA is actually codeable, and the fact that there isn't really much of an answer to it - as Diplomats cannot be removed in the same way that Spies can. I guess you could declare war on Nixon, but with limited unit production that probably won't be the best option.

That said, I really like the rest of the design so this is probably a minor concern.

Pombal looks awesome as well, good to see another Portugal (alongside another Wine-related UB :p) - the UA in particular is very appealing.

Hopefully I'll get at least the four listed in my sig out before October, although I'll probably keep modding Civ5 even after Civ6 comes out (just for perspective, I didn't even get Civ5 until mid-2014).

I don't think it'll cause any coding troubles; just loop through Nixon's spies, and if any one of them is a diplomat, place a dummy building with a negative production modifier for units in all cities of the target civ. The lack of a counter could be a problem, though, I hadn't thought of that.

He's the one I'm actively working on at the moment - if all goes according to plan, he should be out on June 10. :D
