Trade Route Overview lists an available internal Trade Route (Seville -> Toledo) by cargo ship across a large Lake. However, Cargo Ships in Toledo are forbidden from Changing Home City to Seville (presumably because Seville is not adjacent to Coast) so this route is really not available.
I expect Cargo Ships to be able to Change Home City between any two cities connected by an unbroken path made of any combination of Lake, Ocean, and City tiles. Since Work Boats and Triremes can travel along this path, I expect Cargo Ships to be able to create the Route.
I founded Seville before Toledo. I suppose it is possible that this bug only manifests when a landlocked city (Seville) is founded before it is connected to the coast (Toledo).

edit2: The reverse trade route (Toledo -> Seville) is available (when I buy a granary in Toledo) and can be created as I expect. So naval Trade Routes are bugged when the source is non-Coastal.
