Land not counting towards score

As you can see in the image, I'm receiving 0 points from owned land. Is this a bug or it's intended to nerf wide empires score?

It's an intended change to avoid new cities counting both land AND pop (double dipping). Now new cities only add to the pop part of the score.

I wish I could add policies to the score.
