We have been working on a Land-Ownership Design and have a form and alternative form below. Please read them both as they differ about the power of the Prime-Factions role. Please give any thoughts (good or bad) about the 2 and which one you think would be better.
Land-Ownership Design: Form
I have taken the likes and dislikes from the first draft and came up with this-
The Prime Faction owns all land within the Capital Cities usable tile grid:
The P-F leader would automatically own the Capital City tile and would distribute the rest of the Tiles (Territories). He/She could give them all to Prime-faction members or give some to other citizens to gain support.
All Tiles (Territories) would then be given a name by their first owner. The names are written in stone, meaning you have to live with the decision you make. Any player that owns a territory will be given a title respective to the era. An ancient citizen cannot hold the title of Duke, etc.. The faction leader or representative, whatever the case may be, will appoint all territorial titles within the Capital and its territories.
Once a new city is founded the Prime-Faction leader will appoint a governor to the new Province. The new city is named by the Prime Faction or whomever they appoint to name it. The Governor will gain the new cities tile and be given a Provincial title by the Prime-Faction leader. The territories of the new city are then distributed by the Provincial Governor. Titles for these territories are also appointed by the governor. Governors have no say in in-game decisions of the city.
Breakdown:
Capital City-
Territorial- Titles given to Citizens when they are granted a territory.
Provincial- Titles are only given to Governors.
Supreme- Title reserved for the leader of the Prime-Faction.
The Court- Will be made up of all Land owners. The P-F Leader holds the supreme title and sits on the High Seat of the Court. The Governors hold the Provincial Titles and sit as the judges of the Court. All Citizens with a Territorial Title will hold (1) seat in the Court. Here are some of the issues that may come before the court:

I have taken away the Prime-Factions absolute power over land distribution and added a more fair and balanced system. I have also changed a few other things, these are colored green to show they have been changed.
The Prime Faction leader will be given the Capital City tile (territory) upon its founding. The Prime-Faction would no longer be given all the land in the Capital Cities usable tile grid. However the P-F leader still retains the right to distribute the order in which the tiles (territories) are given out but must follow the Land Distribution System. All Tiles (Territories) would then be given a name by their first owner. The names are written in stone.. Meaning you have to live with the decision you make. Any player that owns a territory will be given a title respective to the era. An ancient citizen cannot hold the title of Duke, etc.. The faction leader or representative, whatever the case may be, will appoint all territorial titles within the Capital and its territories.
New Cities
Once a new city is founded the Prime-Faction leader will appoint a governor to the new Province. The new city is named by the Prime Faction or whomever they appoint to name it. Land Distribution System-The system is here to ensure that the territories are distributed fairly. Without fair distribution the land-ownership sub-game may have few participants and no real competition. By following a simple formula we can ensure that all factions and non-faction Citizens that wish to own land will, but still give the Prime-Faction powers they deserve.
Formula-
*Prime-Faction Member/ Rebel Faction A Member/ Non-Faction Citizen, *Prime-Faction Member/ Rebel Faction B Member/ Non-Faction Citizen, *Prime-Faction Member/ Rebel Faction C Member/ Non-Faction Citizen....
and so on and so on until all Rebel Factions and Citizens (On the land request list) are covered . Keep in mind that the Citizen chooses the tile while the P-F leader chooses the order in which the tiles are chosen. A Rebel/non-faction member cannot be given a second tile until all other Rebel/non-faction members have received one.
*When a Non-Prime Faction Governor is distributing land: Prime-Faction and P-F Leader is replaced with Governors Faction and Provincial Governor. Also Prime faction would be included with rebel faction in the formula.

- The Prime-Faction leader and governors may distribute (1) territory to themselves per week.
- You must be a citizen of the Dgame to own land but you do not have to belong to a faction.
- There are no limits to the number of territories a Citizen may own.
- The tiles outside of a cities usable territories hold no value and cannot be distributed unless they contain a resource.
- No Faction or its leader are bound to distribute territories. If they so choose they can strip all ownership for their factions stay in power.
- A citizen can not be given more than (1) territory per week.
- Water tiles cannot be distributed unless they contain a resource.
