[GS] Late game warfare

I recently started playing gathering storm, there is one thing that I was wondering: what do people think of late game warfare?

Given that it is not uncommon to only have 6-8 oil in an empire of 10-12 cities, the total amount of infantry + artillery + tank + part of fleet is constrained to 6 units. The same applies for the other resources. I think this is too restrictive.

One of the things I sometimes do is a late-game domination push: basically play a typical builder start, keep things peaceful for quite long, then towards the end go to war and sweep the map. This typically requires a lot units. This doesn’t seem like a viable strategy anymore. Maybe it works by spamming AT-crews, and SAMs...
 
If you're having problems with strategic resources in late game, Corporate Libertarianism (one of the new forms of gov't in GS) helps by increasing yields for harvesting resources. If you're specifically low on oil and/or aluminum, the Resource Management policy from Conservation also increases yields for those two resources. I believe Victor has a title that also increases yields. Overall, if one really wants to field a large army, it should be possible, but having the resource nodes in the first place is still important.

I do wish air units were more interesting. I only play against the AI, so there aren't many interesting tactics required. I tend to field lots of artillery and rocket artillery late game, with a few melee units to clean up. Obs balloons and drones are quite useful to have. Their extensive vision is great for making targets visible from a distance, and the +1 range for siege units is very handy.
