you could make a unique "exploer" unit that only appears at a certain tech and have its one act be that it makes a tile improvement that provides yields like a natural wonder

This is a great idea. How about a Great Explorer unit. This unit would have multiple choices of Natural Wonders to "discover". Of course the terrain would determine what kind of Natural Wonder Improvement could be placed.

Well, the Tehuelche are in development by Sargon, but having more modders on board is never a problem.
