So what's the verdict on the two Napoleons? Previously Revolutionary was so much better than Emperor (the worst leader in the game). The gap has certainly closed. But is it enough? I think Revolutionary still edges out.

They're both viable now, and which is better depends on the game you want to play. Revolutionary is still a better generalist leader, but for heavy conquest, I'd pick Emperor. Lots of potential combat bonuses.
