"Consul of" ... "The Pious"
I figured that the leaders' titles change with the social policies they adopt. I wonder though, does it depend only on the one social policy they have most explored? What if they have explored two equally?
Anyway, what are the titles you saw, and what did they refer too? I'm still not sure what the "Consul" is for. I'm guessing it's if you are at the top of the liberty policy?
