Leaders are frozen and don't speak

Hello. I recently installed Beyond Earth and its expansion. I've started a new game and noticed that when I open the Diplomacy window the leaders appear as motionless and won't say a word in their native languages.
I verified the integrity of files on Steam and got the message "2 files failed to validate and will be reacquired" but Steam haven't yet downloaded anything and when I load the savefile I'm still stuck with this problem. I've tried uninstalling and installing the game again with no results.
