Leaders can't hurry wonders anymore?

My leader can't hurry great wonders in C3C. Is this intentional or a bug?

The leader can hurry small wonders and improvements (even palace), but not great wonders. I tried multiple cities and made sure that I had not cleared any forests etc. that might somehow disable the ability to hurry. Does anyone know something about this? I find it exasperating, because it makes those rare leaders less a party when I manage to get one. Well, perhaps I'll just build a tank army and take my frustration to my neighbours

Only Scientific Great Leaders (SGL) can rush Great Wonders now. You have a chance of generating one by being the first to research a tech.

That makes the life of my neighbours a bit more hellish in the upcoming years

Doh, i just noticed that. it's cheap since the AI always have a tech lead on me
