Anyone know if it's possible to increase the chances for a leader.. be it scientific or military? I can go games upon games without getting either.

It's hard with the military because without getting one you can't have an army with means you can't get a military acadamy. Scientific isn't as bad, all they do is increase your researching.

Just a note on scientific leaders.
They are not just useful to boost science research; they can be used as well to hurry a wonder which is not bad, and which military leaders cannot do anymore.
I don't know of any way in the editor to increase their apperance rate except for the militaristic trait.
 
Hmm. I'm glad to hear that, I thought perhaps I had done something wrong with my mod.

I tried adding a leader as a starting unit for all players in my scenario. I was quite alarmed when I found that it could not hurry production. Interestingly though, it could not form an army either. Is this a bug or a feature?

I found that if I unchecked the "Civilization Defaults" box on the Player Properties screen in the Editor, then the first player's leader could hurry production, but could not form an army. Strangely, when I tried unchecking this box for players 1-5, and then starting the game in Hotseat mode, the opening Leaders for players 2-5 were impotent, but the Leader for player 1 was able to hurry a wonder. Does anyone have an idea about why this happens?

I haven't touched the rules/settings for the Leader unit, so I know that isn't the problem.
