Hertz is per second, so 2.4 Hz is 2.4 per second.
Multiply by 60 to get 144 per minute.
I'm not sure what the 5V bit is, though...

Vdd just appears to be input voltage required. It requires a 5V source, which is another way of saying that one light will consume 5V of energy.
